Hilichurl Hullabaloo is a world quest that you can only get through the Reputation Board’s Requests in Inazuma. Since this is random, there’s no guaranteed way to get the quest.
Reach Reputation Level 2 To Unlock Requests
To be able to do Requests in Inazuma, players must first progress through the Archon Quest Chapter 2 Act 1, head to the Kamisato Estate, and reach Reputation Level 2 in the region.
